Sims 4 Can T Place Flooring

We saw evidence of clear floors before the launch and couldn t find it initially in the build mode area with floor coverings.

Yes i have tried making a room and deleting the walls that does not work at all nor did any floor tiles even show up when i placed a room just the walls. Whenever i try to put the stairs in the corner where i had them originally it says can t intersect other objects.
